Telecoms Package to Change the Scenario of Broadband Connectivity in the UK

Overhaul of telecoms laws has been the subject of much debate and discussion among parliament members, and a voting for the overhaul that took place in the parliament today will have direct influence on internet usage in Britain.

The vote has become the subject of heated controversy because of its mandate to penalize persistent offenders who download copyright materials illegally. The penalty would be disconnection of broadband services, a move that is considered by experts to be too harsh.

The Telecoms Package has been introduced after it won more than 500 votes, and it has proposed ‘internet freedom’, which implies that users should have the right to decide what they should see (or download). However, critics do not find it to be a viable solution to the existing problems.

According to the features of the package, there would be no inequality in distribution of mobile broadband services across the EU, and the ground would be cleared for the technology of the future. The package also advocates a concerted effort from all regulatory bodies to work together in formulation of regulations and in their implementation.

EU commissioner for information, society and the media, Viviane Reding said that the package would assist in overcoming imbalances in physical access to digital technology and enable proper allocation of digital spectrum, so that everyone can get broadband connection at affordable prices (see cheapest broadband).

According to Reding, use of spectrum will lay more stress on better technological innovation and also innovation in service, so that users get the best value for money.

Mobile Broadband to Make Huge Contribution to Economic Growth of US

Julius Genachowski, chairman of the FCC (Federal Communications Commission), is among the main proponents of the growth of mobile broadband and a believer in its likely contribution to the economic growth of the US.

Mr Genachowski, in his recent statement at the CTIA Wireless IT & Entertainment show held in San Diego, California, said that he has witnessed mobile technology undergoing a major role change from a distant fantasy to an integral part of a company’s business strategy. He seemed to have no inhibitions in expressing his views on this matter.

According to Genachowski, the FCC is determined on providing the telecoms industry with the best support systems and promoting investment and innovation by eliminating the hurdles for next generation mobile phones, in addition to providing greater broadcasts spectrum.

Genachowski also spoke on the controversial issue of net neutrality and the related regulatory decisions that have been the cause of disagreement for most of the service providers, whether wired or wireless. These decisions are aimed at curbing the discretionary powers of ISPs regarding the display of some content and the blocking of others. The providers argue that the regulations put unreasonable restrictions on their network management.

Genachowski tried to persuade the operators in particular that he was aware of the differences in the network management of fixed and mobile network, as well as the position of providers vis–vis government interference.

T-Mobile/Orange Proposed Merger May Not Be Approved by Regulatory Body, Claim Analysts

Europe’s two major telecom players France Telecom and Deutsche Telekom have recently announced that they are planning to merge their UK offices into a single major unit. However, analysts say that this move, which has come as a great surprise to all, will not be as simple as it sounds.

Analysts like Analysys Mason claim that this merger will lead to the merged company being the biggest and possibly the best broadband provider in the UK, outdoing players like O2 and Vodafone. This market monopoly is something that will definitely not go down very well with the supervisory body. In fact, the regulatory authorities are strictly against such mergers because they feel that they will ultimately reduce competition in the market. Hence, there is no assurance that this merger will be approved by the body. However, analysts also state that in case this merger is approved, it will be accompanied by a list of conditions that the merged company will need to fulfil, and this may include provision for better rural broadband.

Mason also stated that mergers have been very common in Europe, with Austria and the Netherlands witnessing some major mergers that have reduced the number of providers in these nations to four and three respectively. The UK will also witness its share of mergers, possibly reducing the number of providers to three in the near future. However, Mason has added that a merger between giants like O2 and Vodafone will not be allowed to happen.

Network Crises in a Row Bringing Down O2 Services

News site The Register has reported that “some” O2 subscribers are again facing network problems that seem to be affecting the company a lot these days. As it turns out, this time O2 networks are not pairing well with 2G and 3G connections, which probably has led to the whole problem. Even distant areas like Brighton and Liverpool have been experiencing technical difficulties, which shows that the problem is much bigger than it is believed to be.

The very first time that any issue came to light was a few weeks ago when a data failure resulted in users losing internet connectivity, emailing and texting functions. The problem was promptly addressed, and a flawed GPRS system was held responsible for the situation. An O2 spokesperson had apologized for the inconvenience and had promised that the situation would be completely tackled in no time.

However, another situation soon crept up when a few days later, the system again crashed, leaving roaming users with no voice or data accessibility. O2 again apologized, and had its engineers quickly fix the glitch. An O2 spokesperson assured users that everything was all right and that connections would be restored in no time.

However, the third time round, it was confirmed that something had seriously gone wrong with the O2 networks. Although the provider as usual has managed to solve the issue promptly, it has not revealed as to what the real cause behind the present malfunctioning was.

O2 every time seemed deeply apologetic for all the trouble that had been caused to its customers, but it remains to be seen if it will be able to avoid another such incident. mcputer.com Has All Your Memory Needs

SYSTEM CLOCK A computer’s system clock resides on the motherboard. It sends out a signal to all other computer components in rhythm, like a metronome. This rhythm is typically drawn as a square wave, like this: In reality, however, the actual clock signal, when viewed with an oscilloscope, looks more like the example shown below. Each wave in this signal measures one clock cycle. If a system clock runs at 100MHz, that means there are 100 million clock cycles in one second. Every action in the computer is timed by these clock cycles, and every action takes a certain number of clock cycles to perform.

When processing a memory request, for instance, the memory controller can report to the processor that the data requested will arrive in six clock cycles. It’s possible for the CPU and other devices to run faster or slower than the system clock. Components of different speeds simply require a multiplication or division factor to synchronize them.

For example, when a 100MHz system clock interacts with a 400MHz CPU, each device understands that every system clock cycle is equal to four clock cycles on the CPU; they use a factor of four to synchronize their actions. Many people assume that the speed of the processor is the speed of the computer. But most of the time, the system bus and other components run at different speeds.
