Government Initiates Schemes for Better Computer Literacy


The use of computers in our day-to-day life is continuously increasing and hence the UK government has announced the launch of a new training programme to provide basic computing skills to its citizens. According to estimates there are nearly 11.3 million people who do not possess basic computing skills. This Online Basics Scheme set up by the Business Secretary, Lord Mandelson, will teach typing and skills in controlling the mouse along with skills in browsing and emailing.

This course will be available online and free of cost. Interested people having a personal computer and access to the internet can take this course from their respective homes, whereas those who do not can go to the closest online centre to take this course. These online centres have been set up at many places like London, Gloucester, Oldham, Barnsley and Devon. The course has been segmented into five easy-to-follow modules. After successfully completing this course users will be able to use the internet for their personal benefit. The internet will help in education, entertainment and also in getting a better paid job especially in the case of seniors.

The government plans to enrol at least one million computer illiterates within the next three years. In order to increase the use of computers and facilitate the growth towards a digital society, along with this training programme the Government has decided to give laptops and a year’s internet connections free of cost under the Home Access scheme. About 270,000 families with low incomes, will benefit from this scheme.

Telecoms Package to Change the Scenario of Broadband Connectivity in the UK

Overhaul of telecoms laws has been the subject of much debate and discussion among parliament members, and a voting for the overhaul that took place in the parliament today will have direct influence on internet usage in Britain.

The vote has become the subject of heated controversy because of its mandate to penalize persistent offenders who download copyright materials illegally. The penalty would be disconnection of broadband services, a move that is considered by experts to be too harsh.

The Telecoms Package has been introduced after it won more than 500 votes, and it has proposed ‘internet freedom’, which implies that users should have the right to decide what they should see (or download). However, critics do not find it to be a viable solution to the existing problems.

According to the features of the package, there would be no inequality in distribution of mobile broadband services across the EU, and the ground would be cleared for the technology of the future. The package also advocates a concerted effort from all regulatory bodies to work together in formulation of regulations and in their implementation.

EU commissioner for information, society and the media, Viviane Reding said that the package would assist in overcoming imbalances in physical access to digital technology and enable proper allocation of digital spectrum, so that everyone can get broadband connection at affordable prices (see cheapest broadband).

According to Reding, use of spectrum will lay more stress on better technological innovation and also innovation in service, so that users get the best value for money.

Mobile Broadband to Make Huge Contribution to Economic Growth of US

Julius Genachowski, chairman of the FCC (Federal Communications Commission), is among the main proponents of the growth of mobile broadband and a believer in its likely contribution to the economic growth of the US.

Mr Genachowski, in his recent statement at the CTIA Wireless IT & Entertainment show held in San Diego, California, said that he has witnessed mobile technology undergoing a major role change from a distant fantasy to an integral part of a company’s business strategy. He seemed to have no inhibitions in expressing his views on this matter.

According to Genachowski, the FCC is determined on providing the telecoms industry with the best support systems and promoting investment and innovation by eliminating the hurdles for next generation mobile phones, in addition to providing greater broadcasts spectrum.

Genachowski also spoke on the controversial issue of net neutrality and the related regulatory decisions that have been the cause of disagreement for most of the service providers, whether wired or wireless. These decisions are aimed at curbing the discretionary powers of ISPs regarding the display of some content and the blocking of others. The providers argue that the regulations put unreasonable restrictions on their network management.

Genachowski tried to persuade the operators in particular that he was aware of the differences in the network management of fixed and mobile network, as well as the position of providers vis–vis government interference.
